PERSONALITY:
Is always using long words and discussing polotics (hence his nickname), and tends to prefer talking to dragons to humans. He likes being loud and talking with a group, but there is also something inside of him that keeps making him hold back. He still is not perturbed and keeps trying to socialize.
He also is an idealist, always seeking ways to make Berk society better... little things, like trying to engage in a fair split up of all resources at hand rather than trading outright. He hates fighting for no reason, and will often get very angry at someone simply because they are starting a stupid fight, making himself slightly hypocritical.
OVERALL PHYSICAL DESCRIPTION:
The first thing you'd notice about Cataract would probably be his missing left arm and the eyepatch on his left eye... Or the old white scars down the left side of his face. He walks with a limp, but not because something still hurts, rather his left leg is permanently twisted at an odd angle. He has a long tangled mess of curly brown hair on top of his head, and his good eye is a shockingly bright blue. His skin is pale, very pale, though he never sunburns on the rare occasion of a sunny day on Berk. He is decently well muscled, but with the thin and wiry kind, more around the legs than the arm, and has much less strength than your average Berk warrior.
HISTORY: Was found as a child of three on the shores of Berk after a nearby shipwreck, was left to just grow up on his own. He never was taken in, though he was always allowed to stay in some house or another for the nights, and supplied with cloths and food. There was mutual agreement that he just looked like someone who should be named Cataract, so that is what he was called. At age seven he was wandering the woods when something heavy pushed him to the ground. He was looking up at a tigerlike face. It was a Tigris dragon. He relaxed for a moment, dragons were tame, probably just playing or showing who's boss... That was until he saw the frothing mouth. He screamed as the creature clawed all over his left side, removing his arm and gouging out his eye. Suddenly something else flew over and pushed it off. He saw a much smaller Tigris wrestling with the larger one. Having taken it by surprise the little one managed to open the chest of the larger and kill it. As a last act the big one reached out and ripped the wings from it's attacker. Cataract passed out.
He woke up in a bed, and later learned that a wild wyrmling Tigris had carried him straight to the nearest doorstep and left. After a long week of recovery, he set off for the woods in search of the dragon that saved him. He didn't have to look long, the Tigris was on the edge of the woods, waiting. They walked in silence for a while, and then began to speak to each other. Both in their own languages, neither understood yet, but over the next few years Cataract learned the language of the dragons, and the Tigris (now named Eroy) had learned to understand his. As it turned out, the dragon that had attacked Cataract was Eroy's father, and Eroy was an orphan too. His mother had been killed when his father had gone rabid.
Eroy turned out to be very intelligent, and they spent most of their time talking in the woods. They decided mutually to become vegetarians (though it was against every instinct of Eroy) for ethical reasons, and had many discussions about creating a perfect society.
When Cataract turned 13 there wasn't even muh of a to do, everyone knew the dragon he would pick. Cataract surprised everyone by choosing to become a draconologist. He had been expected to be a warrior with his skill at swordplay. The truth was he wanted to spend time with Eroy, who didn't want to leave the forest that had been his home for nearing forty years now.
Cataract and Eroy have spent the last nine years studying the dragons of the forest, both through persuasion and favors. Most of the notes gathered were more on dragon psychology and how to get them interested in things more than anything else.

Cataract was walking in the forest with Eroy, once again trying to create a perfect society.
"Well then you could simply expand the reach of the government" he said, exasperated.
"But then, if your society was too totalitarian, the people might rebel" replied Eroy.
"You know that the benefits would outweigh the penalties"
"I do, but people in general look at the bad, would they?"
"Then what would you suggest?"
Eroy thought for a moment "Possibly you could simply give offenders less resources, and spread the benefits to the offended. Make the punishment bad and long enough that you don't need a large police force poking around."
They walked in silence, Cataract contemplating the idea, up to a patch of mushrooms. He bent to pick them, probably best to get food when you could.
"But what if the people take that as too much of a crackdown?" he asked as he began chopping at the base.
"There are some risks you just have to take" Replied Eroy.
“But how do you know what risks will work? My idea has just as much of a chance as yours. What I’d suggest would be to add the rules in slowly, during times of surplus recourses where everyone is happy.”
“But you’d also have to place the more important rules at the very beginning.”
“Obviously” replied Cataract as he finished picking the mushrooms “You couldn’t go a long time without laws…”
“Actually I think you could” Said Eroy thoughtfully “ It would only work later in the society when people were more understanding of things, but they may be able to govern themselves in their own tiny communities without anything central.”
“Until some cynical bastards start abusing that.
“There will always be cynical bastards Cataract, and they will always find a way to wreck a small portion of society.”
